Veterans & Veterans’ Family Support – Resources
At Harbor & Haven Home Care, LLC, we recognize that military service can affect not only the Veteran but the entire family. Veterans and their caregivers may face changing health needs, disabilities, mobility challenges, aging-related needs, caregiver fatigue, or difficulty navigating the many programs available through the U.S. Department of Veterans Affairs (VA), Virginia, and the local community.
Our goal is to help Veterans and their families become more aware of available resources so they can ask the right questions, connect with the appropriate agencies, and make informed decisions about care at home.
Harbor & Haven Home Care serves Stafford County and Northern Virginia and provides non-medical home care and respite support.
Important: VA benefits and other programs have individual eligibility, authorization, provider-network, and coverage requirements. A Veteran should never assume that a service is covered simply because it is a VA benefit. Always confirm eligibility and authorization with the VA or the applicable program before receiving services.
Understanding VA Health Care & Home Care Coverage
Many Veterans think of VA health care as “insurance.” More precisely, the VA operates a federal health-care benefit program for eligible Veterans. Depending on eligibility, clinical need, location, and availability, VA health care may cover certain services provided directly by VA facilities or through authorized community providers.
VA home and community-based programs may include:
- Home-Based Primary Care
- Homemaker/Home Health Aide services
- Respite Care
- Skilled Home Health Care
- Palliative Care
- Hospice Care
- Adult Day Health Care
- Veteran-Directed Care
- Other long-term services and supports
The VA states that eligible Veterans may receive multiple home and community-based services at the same time when clinically appropriate and available. (Veterans Affairs)
VA Home-Based Primary Care
Home-Based Primary Care brings a VA health-care team into the Veteran’s home when the Veteran has ongoing health conditions or circumstances that make traditional clinic visits difficult or when in-home care is otherwise clinically appropriate.
Services may include medical care, nursing/care management, social work, rehabilitation, psychology, nutrition, and pharmacy services. Eligibility depends on clinical need and availability. (Veterans Affairs)
Homemaker/Home Health Aide Services
VA Homemaker/Home Health Aide services may provide a trained caregiver to assist eligible Veterans with personal care and activities of daily living.
Examples can include assistance with:
- Bathing
- Dressing
- Toileting
- Personal care
- Meal preparation
- Other daily activities
VA explains that these services are intended to help eligible Veterans remain safely in their homes and may also be used to support family caregivers. Services are generally provided through organizations that have an appropriate relationship or contract with VA. (Veterans Affairs)
VA Respite Care
Caregiving can be rewarding, but it can also be physically and emotionally demanding.
VA respite care may provide temporary relief to a family caregiver by arranging for someone to care for the Veteran at home or by providing care in another approved setting.
VA identifies respite care as one of its home and community-based services and notes that availability and eligibility can vary. (Veterans Affairs)
If you are a family caregiver who needs a break, ask the Veteran’s VA health-care team or social worker specifically about VA respite care.
Does VA Pay for Private Home Care?
Sometimes—but not automatically.
VA community care allows eligible Veterans to receive certain authorized services from providers outside VA when specific eligibility requirements are met.
For non-emergency community care, the Veteran generally must have VA health-care eligibility and receive approval from the VA health-care team before receiving the service from a community provider. VA considers factors such as whether the required service is available through VA, access standards, and whether community care is appropriate under the Veteran’s circumstances. (Veterans Affairs)
Before beginning VA-funded community care:
- Discuss the Veteran’s needs with the VA health-care team.
- Ask whether the Veteran qualifies for the particular home-care or respite service.
- Ask whether the service can be provided through VA or must be arranged through Community Care.
- Obtain the appropriate VA referral and authorization.
- Confirm that the provider is authorized to provide the service.
- Confirm the approved services, number of hours/visits, authorization period, and billing instructions.
Do not begin non-emergency services assuming VA will pay.
VA specifically advises that community care generally must be authorized in advance and that services outside the authorization may not be covered. (Veterans Affairs)
VA Community Care: What Veterans Should Know
Community Care can allow an eligible Veteran to receive certain services from an approved community provider when VA cannot provide the required care directly or when other eligibility criteria are met.
Examples may include circumstances involving:
- Services not available at a VA facility
- Access or wait-time standards
- Other qualifying circumstances
- A determination that community care is appropriate under VA requirements
VA authorization documentation identifies the approved provider, authorized care, authorization number, and period of authorized services. (Veterans Affairs)
Ask your VA care team:
“Does my VA health-care plan authorize home care, homemaker/home health aide services, respite care, or other in-home support?”
That conversation can help determine what options may be available.
Veterans & Family Caregivers
The Veteran is not the only person who may need support.
A spouse, adult child, parent, relative, or other unpaid caregiver may be responsible for coordinating medications, appointments, meals, personal care, transportation, household responsibilities, supervision, and emotional support.
The VA offers caregiver resources that may include education, support, care coordination, and—in qualifying circumstances—benefits through its caregiver programs. The Program of Comprehensive Assistance for Family Caregivers (PCAFC) provides benefits to eligible primary family caregivers, including a potential monthly stipend based on the applicable eligibility and tier requirements. Stafford County Veterans: Start Locally
For families in Stafford County, one of the most important resources is the Virginia Department of Veterans Services (VDVS), Virginia Veteran and Family Support program.
Stafford County is included in the VDVS Northern Virginia/North Region, which provides access to veteran and family support resources, behavioral-health support, rehabilitative services, community-resource coordination, and caregiver support. (Virginia Department of Veterans Services)

Veterans in Stafford County and surrounding Northern Virginia communities may also access resources through the VA health-care system and Virginia’s veteran-service network.

Veterans in the Stafford/Fredericksburg area may also use the local VA health-care system for medical care and to discuss referrals, social work, home-based services, caregiver needs, and Community Care options.
Tip: When discussing home-care needs with your VA provider, ask to speak with a VA social worker, care manager, or appropriate care-coordination team if you need help understanding available home and community services.
Other Ways Veterans May Pay for Care:
VA health-care benefits are only one possible source of assistance.
Depending on the Veteran’s circumstances, additional funding or support may come from:
VA Pension & Aid and Attendance:
Some Veterans and surviving spouses may qualify for VA pension-related benefits, including Aid and Attendance, when they meet applicable eligibility requirements.
These benefits are different from VA health-care coverage. They may provide financial assistance that can potentially be used toward qualifying living or care expenses.
Veterans and families should speak with an accredited Veterans Service Officer or VA representative to determine eligibility and understand how the benefit works.
Medicare:
Medicare may cover certain medically necessary health-care services, including qualifying skilled home-health services. Medicare is generally not a general payment source for ongoing non-medical custodial care or routine companion/respite services.
Families should confirm coverage directly with Medicare and the applicable provider.
Medicaid:
Some Veterans may qualify for Medicaid or Virginia Medicaid long-term services and supports based on applicable eligibility requirements.
Virginia Medicaid may provide home and community-based services for eligible individuals who meet program requirements.
A Veteran may have both VA benefits and Medicaid, but the programs have different eligibility and coverage rules.
Private Insurance:
Some private health plans may include home-health or other supportive-care benefits. Coverage varies by policy.
Private Pay:
Families may also choose to purchase non-medical home-care services privately when a service is not covered by VA, Medicare, Medicaid, or another insurance program.
A Note About “Veteran-Directed Care”
Veteran-Directed Care is a VA home and community-based service that can give eligible Veterans greater control over how certain personal-care services are arranged.
The program is designed to help eligible Veterans remain independent and live in their homes and communities.
Availability, eligibility, enrollment, and service arrangements vary by location.
Ask your VA social worker or care team:
“Is Veteran-Directed Care available to me, and do I qualify?”

Medical care, skilled nursing, personal care, respite, companionship, or assistance with daily activities may fall under different programs.

If not, ask the VA about enrollment and eligibility.

Service-connected status can affect certain VA benefits and cost-sharing requirements.
